摘要
随着国际气候谈判的白热化和国际航空运输的快速增加,国际社会越来越关注航空排放问题。欧盟在"低碳革命"中当起了急先锋,率先将航空业纳入欧盟碳排放交易体系,招致多国强烈抵制,欧盟的"个体理性"导致了国际社会应对气候变化集体行动的困境,不能实现真正降低航空排放的目的。本文在分析现有治理方案的基础上,结合国际航空排放的内在特征,提出只有全球共同治理才能走出困境,并给出对策建议。
Along with the intensity in international climate change negotiations and the rapid development of air transportation,the international community has paid more and more attention to aviation emissions.The EU's law including aviation into the EU ETS is to take effect on January 1,2012,which leads to many countries' strong opposition.The EU's aviation policy is based on the 'individual rationality',which lands international actions coping with climate change into a dilemma.On the basis of analyzing the existing schemes and the intrinsic characteristics of aviation emission,the paper comes to the conclusion that global governance of aviation emissions is the only way out of the predicament and countermeasures and suggestions are put forward in the end.
