我国省域民生财政支出均衡性研究

Study on the Balance of Livelihood's Fiscal Expenditure Among Provinces

利用公开年鉴数据,对民生支出基尼系数进行结构分解,考察2007～2010年间我国省域民生财政支出的均衡性,以及各项民生支出对总体民生支出均衡性的影响。研究发现,几年来民生财政支出的地区均衡性有所提高,但是结构性问题值得关注。

In recent years,the people＇s livelihood financial problems have aroused widespread concern,the regional balance of fiscal expenditure about people＇s livelihood is related to the realization of welfare equilibrium among regional residents.By using public yearbook data and decomposing structure of people＇s livelihood gini coefficient,this paper investigated regional balance of finance expenditure about provincial people＇s livelihood in China by decompositing different period from 2007 to 2010 and the influence of various people＇s livelihood spending on the balance of overall people＇s livelihood spending.Study found that in recent years,the regional balance of people＇s livelihood financial expenditure had improved,but structural problem should be paid attention.
