Study on Construction and Upgrading of Characteristic Industrial Base in Liaoning

辽宁特色产业基地发展进入到一个新阶段,应加快转变其发展方式,由松散集聚向集约集群转型,由投资驱动向创新驱动转型,由政府主导向市场化运行转型,由园区管理向基地管理转型,采取有效的对策,促进特色产业基地向优势产业发展,带动区域产业结构优化升级。

Based ＇on understandings of development stages of characteristic industrial base, this study suggests that we should change the development models of characteristic industrial base to reach the goal of ＂four transformations＂. The ＂ four transformations＂ are transformation from extensive and loose model to intensive and cluster model, transformation from low- end and investment driven model to high--end and innovation driven model, transformation from government to market leading model and transformation from park to base management model. We should also lake effective measures, promote characteristic industrial base to advantage industrial direction, bring along regional industrial improvement and upgrading.
