我国园林绿化行政管理体系调查与分析

The Survey and Analysis of China's Landscape Administrative Agencies

在对我国行政主体资格的法律规定和园林绿化行政管理机构设立的依据进行梳理的基础上,对全国省(自治区)政府、53个具有立法权的城市和苏州市及其吴中区的园林绿化主管部门设置情况进行了调查分析。研究发现:在中央和省(自治区)政府中,园林绿化行政管理机构主要设置在城市建设和林业系统;直辖市、地市级和县(区)级园林绿化行政管理机构设置方式多样;部分园林绿化行政管理机构已经在镇一级政府建立。最后,对部分城市人民政府的园林绿化机构设置方式进行了评论。

This paper reviewed the law of China＇s qualification of administrative authority and the provision of China＇s landscape administrative agencies. It studied provincial governments and 53 cities that have legislative power as well as Suzhou and the landscape administrative agency of Wuzhong District. It finds out that landscape administrative agencies are attached to the urban construction and forestry systems in the Central and provincial governments. landscape administrative agencies in the municipalities, municipal and county （district） governments are varied. It also indicates that some of the landscape administrative agencies have been already established in town governments. Finally, the landscape architecture organizational structuring patterns of some city governments are reviewed.
