大区卫生局(ARS)的设立是HPST法案的最大亮点,由该机构引起的法国卫生行政体制改革、区域卫生规划、医疗安全、医疗费用控制、医疗机构绩效等变革为当前我国医药卫生体制改革提供了有益的借鉴。通过文献研究、中法交流等方式,文章分析了法国大区卫生行政体制改革的原因。

The establishment of region health bureau（ARS） is the highlight of the HPST bill.Caused by the institution of the French health administration reform,regional health planning,health security,health care cost control,performance and other medical institutions changing to the current health system reform in China provides a useful reference.Through literature research,China-France communication,etc,reasons for a large district of the French administrative system are analyzed.
