摘要
1994年分税制以来,中央与地方财政关系发生重要变化,江浙沪地区上缴财政占中央财政比重逐年大幅增长,而中央财政给予江浙沪地区的转移支付则逐渐下降。通过模型估计,得出江浙沪地区上缴中央财政的最优极限,分析过多财政上缴对发达地区经济增长的负面影响,过多转移支付对欠发达地区经济增长激励的扭曲,并提出相应的政策建议。
Since the establishment of the new revenue allocation system in 2004,there have been significant changes in the fiscal relations between the central and local governments.Financial Handover from Jiang,Zhe,Hu regions sees substantial annual growth in the proportion of the central finance,while the central government＇s transfer payments towards these regions decrease gradually.Through model estimation,this paper concludes the optimal limit of Jiang,Zhe,Hu regions＇ financial handover to the central government.It analyzes the negative impact of excessive financial handover on economic growth in developed regions,as well as the effect of excessive payment transfer on distorting the incentives for economic growth in underdeveloped areas.Finally,this paper proposes appropriate policy recommendations.
