基于密切值法的河北省节能减排综合评价研究

Comprehensive Evaluation of Energy Saving and Emission Reduction in Hebei Province Based on Osculation Value Method

参考已有节能减排相关研究,并根据指标数据筛选出能源消耗强度、效率与消费结构、资源减量投入、污染物治理与利用、经济效益4类共16个指标,利用密切值法对河北省2002～2009年节能减排效果的演化趋势进行了评价。结果表明,2002～2006年期间河北省节能减排工作效益呈逐年递增趋势,2007～2009年期间每年节能减排效益优于2002～2006年期间,但2008年综合效益最优,其次是2007年,再次是2009年,与河北省实际情况相符。

Based on the index data, four categories 16 indicators, such as energy consumption strength, efficiency and consumption structure, resources reduction investment, pollution control and utilization, economic benefits, are selected with reference to the related research of energy saving and emission reduction. The osculation value method is used to e valuate the evolution trends of energy saving and emission reduction in Hebei Province from 2002 to 2009. The results show that the efficiency of energy saving and emission reduction increases year by year from 2002 to 2006. The annual energy saving and emission reduction benefits in period 2007-2009 is larger than that in period 2002-2006 ; the comprehensive benefit in 2008 year is the largest; the secondary is 2007 year and the third is 2009 year; the results are consistent with the actual situation of Hebei Province.
