利用约束理论剖析图书馆运行机制,找出图书馆信息建设和服务中的短板。按照文献信息资源的学科属性选择、采集、组织、分配和管理信息资源;根据嘉应学院的学科设置成立多个一体化学科信息服务区,由学科馆员这一"专科医生"提供全方位、立体化的信息服务。对于其他学科信息资源,则参考"全科医生"的模式为读者提供服务;打破约束机制,再造图书馆业务流程和服务流程,构建和实施一站式、一体化开放服务管理新模式,实现高校图书馆服务效益和投资效益的最大化。

This paper uses the restraint theory to analyze the library operating mechanism,and discovers the bottlenecks in library information construction and service.The paper suggests selecting,collecting,organizing,allocating and managing information resources according to the disciplinary attribute of literature information resources,establishing several integrated disciplinary information service zones according to the disciplinary arrangement of Jia Ying College,and asking the subject librarians as ＂specialized practitioners＂ to provide omni-directional and three-dimensional information service.For information resources of other disciplines,the paper suggests using the pattern of ＂general practitioner＂ for reference to provide readers with service.The paper suggests breaking the restraint mechanism,re-engineering library business flow and service flow,constructing and implementing one-stop integrated open service management pattern,and realizing the maximization of university library service benefit and investment benefit.
