摘要
2007年黑龙江省林业厅开始在部分市县实施国有林权改革试点,通过对参与流转试点的6个市县11个国有林场改革现状的实地调查,剖析了改革过程中存在的问题,针对国有林集中到大户手中、承包职工急于再流转变现、国有林细碎化等问题,根据"远封近分、林地承包"原则,提出了建立新的国有林权管理制度、灵活的用人机制、合理的社会保险体系以及社会化林业服务体系等对策建议。
The Subordinate national forest of the Forestry Department of Heilongjiang Province is called local state-owned forest.This paper carried on the field survey on the current reform situation of the selected units which took part in the circulation program in the 11 national forest farms of six cities and counties.We analyzes the problems such as state-owned forest gathered up in the big family,circulation of cash carried out among the anxious contract workers and the state-owned forest fragmentation.According to forest assigned principle,we give these advices: building new state-owned management systems,flexible employment mechanism,reasonable social insurance system and socialization service system of forestry.
