我国“十一五”时期农业科技成果转化现状与对策

China's Transformation of Scientific and Technology Achievements in “Eleventh Five-Year” Period

通过对865家涉农科研单位和1220家涉农企业进行问卷调研,分析并客观判断"十一五"时期中国涉农科研院所、高校和涉农企业的科技成果转化的现状。研究发现,涉农科研单位农业科技成果转化率为41%,与"十五"相比至少提高了10个百分点;但目前仍旧有大量农业科技成果被束之高阁,农业科技成果转化率与国外相比仍旧有很大差距。涉农企业农业科技成果转化率平均水平为47.24%,资金缺乏是目前农业科技成果未转化的最主要原因。最后,就提高中国农业科技成果转化率提出相应的对策建议。

This paper makes the objective judgment on the current situations of China＇s agriculture-related research institutions and enterprises by analyzing the 2085 questionnaires. This study shows that for agriculture-related research institutions, the average transformation rate of scientific and technology achievements in ＂Eleventh Five-Year＂ period was 41%, which increased at least 10 percentage points compared with ＂Tenth Five-Year＂ period, while a large number of agricultural scientific and technological achievements still were not successfully transformed, and there were still a big gap compared with developed countries. For agriculture-related enterprises, the average transformation rate of scientific and technology achievements in ＂Eleventh Five-Year＂ period was 47.24% , and lack of funds was the main reason for the achievements untransformation. This paper puts forward some countermeasures and suggestions for improving the transformation rate of scientific and technology achievements.
