On Social Democratic Process and Citizen Participation

本文首先分析了公民参与所具有的价值,即公民参与蕴含个人利益与公共利益的统一,为追求个人利益提供了一个有效的途径;公民参与蕴含对公平正义的追求,有利于达成共识、促进社会和谐与稳定。进而揭示了社会民主进程与公民参与的本质联系,即公民参与有助于提高公民的民主意识、权利意识和责任意识;公民参与是实现公民权利的基本途径;公民参与可以使公共政策更加科学;公民参与可以有效防止公共权力的滥用。同时,社会民主进程能够激发公民参与的热情;社会民主进程能够提高公民参与的能力。最后,提出了培养公民参与精神的三个主要途径:教育灌输,舆论引导,实践养成。

This article firstly focuses on the value of citizen participation, which means the union of the indi- vidual interests and the public interests. It also provides a possible way to protect the individual interests. Citizen participation contains the pursuits of fairness and justice, which can enhance to reach a consensus, and promote social harmony and stability. On further exploration, it reveals the nature between social democratic process and citizen participation, which is helpful to create the awareness of democracy, rights and responsibility and to be the elemental way to practice the civil rights. On the other side, the citizen participation may cause more scientific public decision-making and prevent the abuse of public rights. The social democratic process will stimulate the citizens＇ enthusiasm on social participation and also enhance their ability on it. Finally, the article suggests three ways to cultivate the spirit of citizen participation： in- doctrination, media guide and practice.
