我国高校体育安全条例的构建研究

体育教学活动中伤害事故具有突发性、不可预测性、不确定性因素,加之高校领导对体育活动安全意识不强,体育伤害事故频频发生,给高校体育教学敲响了警钟。文章运用文献资料法,专家访谈法,逻辑分析法,提出体育安全条例制度构建的必要性和应用意义,提出了:高校伤害事故分类;学生意外伤害防护对策与紧急处理;保险和理赔;法律保护与处理程序等,以期为高校领导、体育工作者、在校学生、学生家长提供理论和实践帮助。

Injury accidents in sports teaching and learning activities with the sudden, unpredictability, uncertainty, coupled with the university leadership is not strong safety awareness of the sports activities, sports injury accidents occur frequently, wake-up call to college physical education. The use of literature, expert interviews, logical analysis, the necessity and significance of the system construction of the sports safety regulations, a college injury accident classification; dangerous accident prevention and assessment; injury accident emergency treatment; sports equipment and facilities management; underwriting and claims; legal protection and handling procedures for the college and university leadership, sports workers, school students, parents provide the theoretical and practical help.
