我国农村发展所存在的问题,都是农村发展进程中事关农村发展的重大问题,无不直接关系着农村的可持续发展,关系着农村发展质量的高低、好坏。而所有这些问题实质上都是公共服务方面的问题。我国农村公共服务已经远远落后于农村生产力的发展要求,相关的农村公共服务已经成为束缚农村发展的关键因素。中国农村发展的主要矛盾就是农村日益增长的公共服务需求与农村公共服务不完善且严重匮乏之间的矛盾。农村科学发展的实践根据在于农村公共服务的完善与优化。
