不论是器物的现代化,还是制度的现代化,归根到底都是人的现代化。而人的现代化是指适应现代社会发展需要的人的主体能力的现代化。在现代社会,使人的自主性和独立性得以充分体现的主体形态是公民。公民意识是伴随着现代文明的进步而产生和形成的一种现代意识。公民意识的培养依赖于教育。

Whether it is the modernization of substance or that of system, in the final analysis, it is the modernization of people which means actually the modernization of the human subject ability to adapt to modem social development. In modem society, the form of subjectivity reflecting fully people＇s autonomy and independence is a citizen. Citizen consciousness is accompanied with the progress of modem civilization and has formed a kind of modem consciousness. Cultivation of citizen consciousness depends on education.
