幸福指数:巨大的进步与更多的问题

Happiness Index:Great Progress and More Problems

由于长期过分追求GDP增速导致的社会沉疴不断加深,幸福指数受到社会各界空前热烈的关注。幸福指数重申了发展的终极价值,生动诠释了民生政治的内涵,在平抑GDP崇拜主义、诊断社会运转情况、监测大众心理走向、弥补GDP的社会功能欠缺等方面具有积极的作用,与此同时,幸福指数也存在难测量、效度低、统计工具难统一等问题。鉴于此,政府需审慎使用幸福指数。应该将幸福指数作为综合评判社会发展和谐状况的子指标,但不宜将其作为考核行政官员政绩的主要或者唯一的指标。

With increasing severity of social illness caused by excessive pursuit of GDP growth,the happiness index is paid special attention to by all sectors of the society.Happiness index once again declares the ultimate value of development,vividly interprets connotation of national politics,and plays an active role in decreasing worshipping GDP,judging social movement,monitoring public psychological orientation,and covering shortage of social function of GDP.Meanwhile,problems,as being difficult in evaluation,low in validity and hard in finding a united statistic tool,exist in happiness index.Thus,the government should be cautious in using happiness index.Happiness index can be used as a sub-index to comprehensively judge social development and harmony,but cannot be used as the only standard in checking the achievements of the administrative officials.
