摘要
推进装备保障军民融合式发展,应当在准确把握其基本内涵的基础上,运用＂一防范、二规避、三应对＂的原则处置装备保障军民融合式发展的风险;通过合理分配利益、运用市场机制、完善法规政策等措施激发装备保障军民融合式发展的动力。
To push forward military-civil integrated development of equipment support, we should accurately grasp its basic connotation and adopt the principles of ＂prevention first, avoidance second, and dealing with last＂ to manage the risks concerning the topic. We should take up measures such as reasonably distributing interests, exercising market mechanism and perfecting laws and poli- cies to inspire the momentum of military-civil integrated development of equipment support.
