In light of design change and the impact upon engineering cost of highway and network engineering in significant construction project implementation, the paper analyzes common causes of design change, and points out that the deletion of design supervision is the major factor leading to engineering change. Therefore, supervision at design phase should be implemented as soon as possible, so as to improve the engineer- ing design level.
