1979-1991年湖南血防改革与血防政策的调整

Adjustment and Implementation of the Reform and Policy of Hunan Schistosomiasis Control from 1979 to 1991

湖南洞庭湖区是血吸虫病流行最为严重的地区。十一届三中全会以后,随着家庭联产承包责任制的实行,劳动组织形式的变化,市场经济的不断深入发展,农村经济的不断放活,经济活动的日益频繁,人口流动的日益增强,使在计划经济时代建立的血防体制和某些血防政策已经不能够适应新形势的需要。因此,湖南血防部门进行了相应的改革,血防政策进行了相应的调整。主要包括调整机构和实行责任承包制,对血防经费投入政策、"三禁"政策、医疗费用政策都进行了调整,这些改革措施取得了明显实效。

Hunan Dongting Lake area was the most serious areas of schistosomiasis in China. After the Third Plenary Session of the Eleventh Central Committee of CPC, with the implementation of household contract responsibility system, the change of the labor organization form, the deepening of the market economy, the liberating of the rural economy, the increasing of economic activities, the growing of population movements, the schistosomiasis control operation system and some of schistosomiasis control policy established under the planned economy had been unable to adapt to the new situation. Therefore, Hunan schistosomiasis control department reformed and adjusted accordingly the schistosomiasis control policy, including the adjustment of institutions and the implementation of the contract responsibility system, the adjustment of the investment fund policy of schistosomiasis control, the ＂three ban＂ policy, medical expenses policy, these reform measures have achieved obvious effectiveness.
