党政干部媒介素养与突发公共危机事件的应对

Media Literacy of Officials and His Response to Public

当下中国正处在社会转型期,公共危机事件频发。根据近年来我国少数党政干部在突发公共危机事件中的态度和表现,将其分为消极回避型、反应滞后型、简单粗暴型、口无遮拦型四种类型。党政干部媒介素养缺失的深层次原因:党性修养不高,公仆意识淡薄;不了解新闻传播规律,驾驭舆论的能力不足;对现代新媒体技术不熟悉,难以占领"信息高地"。加强官德教育,提高党性修养,强化干部新闻学及网络新媒体知识的培训,建设一支德才兼备的新闻发言人队伍,是提升党和政府应对突发公共危机事件能力的必然选择。

During the transformation of Chinese society, it is likely to experience more public emergencies. The officials＇ attitudes and doings during the emergencies in recent years within the research are categorised into four types ： negetive declining, postponed response, being rude, and over - spoken. Those behaviours of showing lacking the sense of media literacy can be traced to the following reasons ： no sense of the party duty and responsiblity, absent of the sense of being a civil servant, lack the knowledge on news media regulation and handling with the media, unfamiliar with the modern media technology, and unwilling to keep pace with current trend in area of information technology. It is an essential choice and unavoidable path to promote the ability of the party and the government to handle with public emergencies by enhancing education on morality, improving the sense of party duty and responsibility, providing trainings on news study and internet-based media, building a team of press speakers with capability and morality.
