The Meaning and Means of the Party’s Capacity Building in Governing by Law

十六大提出了依法执政的要求,指出要"坚持依法执政,实施党对国家和社会的领导",党的十六届四中全会将提高依法执政能力作为加强党的执政能力建设的总体目标之—,这标志着中国共产党执政理念和执政方式的日益成熟。依法执政能力内涵丰富、意义重大,要通过加强权力监督、理顺党政关系、提高党员法治观念等途径加强依法执政能力的建设。

the 16th National Congress of Communist Party of China put forward the requirement of governing by law, pointing out that ＂insist on governing by law, carry out the party leadership to the country and society＂. The Fourth Plenary Session of the Sixteenth Central Committee of the Communist Party of China took improving the capacity in governing by law as one of the overall goals to strengthen the building of party＇ s governing capacity, marking the growing maturity of CCP＇ s ruling idea and ruling way. Ability to govern according to law has rich connotations and great significance, and we should strengthen the ability building of governing by law through enhancing the powers of supervision, straightening out the relationship between the party and the government, improving the party members＇ law awareness, and so on.
