西北民族地区村民自治现状描述与问题阐释——以临夏回族自治州M、N两镇为例

The Status Quo and Problems of Villager Autonomy in Ethnic Areas in Northwest China——Based on the Examples of Town M and Town N in Linxia Hui Autonomous County

实地调查了甘肃省临夏回族自治州2镇17个村的村民自治状况,以"四民主"为框架,从政治发展视角进行了分析。在临夏州乡村,目前已普遍完成了6次换届选举,村民自治有序推进,但存在的问题也不容忽视。这些问题主要表现为:村民自治的规范制度与有限乡村资源发生背离;村民自治还不能得到村民充分认可;村民自治的理想价值还受到宗教宗族等因素的干扰;村委民主选举的规范性还需加强;村务民主管理基本环节缺失;政府影响村务管理自主运行现象时有发生等。

The situation of villager autonomy in 17 villages from 2 towns was investigated, and it was analyzed from the perspective of political development and based on the framework of ＂Four Democracy ＂. So far, six elections have been carried in villages from Linxia county, and the villager autonomy has been pushed forward orderly, but problems still exist. Firstly, the rules and regulations of villager au- tonomy are contrary to the limited resources in these villages. Secondly, villager autonomy is not fully accepted by villagers. Thirdly, the ideal values of villager autonomy are affected by religious factors. Fourthly, the norms of democratic election should be strengthened. Fifthly, the basic links in democrat- ic administration of village affairs are not sufficient. Lastly, influence from government on the autono- mous administration frequently occurs.
