社会主义法治文化其要义是以社会主义法治精神理念为导引,以社会主义法律制度为主干,以依法办事和自觉守法为基础,以构建社会主义法治秩序为目标的法治文明状态。加强社会主义法治文化建设,不仅要重视国家和制度层面的强制主导作用,也要重视社会和民间层面的基础配合作用。在我国语境下,"社会主义法治文化"一词,实质上是指中国特色社会主义法治文化。建设中国特色社会主义法治文化,必须坚持社会主义法治理念。在全面落实依法治国基本方略的进程中,我们所要弘扬的"法治精神"是社会主义的法治精神。

The essence of socialist legal culture is the legal civilization guided by the Socialist legal spirits, backboned by the Socialist Legal System, and aiming at the construction of socialist legal order. To strengthen the establishment of the Socialist Legal Culture requires not only the emphasis on the leading role of the nation and system, but also the fundamental coordination on the level of society and non-governmental circles. In the context of China, the ＂Socialist Legal Culture＂ means the Socialist legal culture with Chinese Characteristics. In order to develop the Socialist legal culture with Chinese Characteristics, we should confirm to the principles of the Socialist Rule of Law. On our way to fully carrying out the fundamental plan of governing country by law, the legal spirit we propagate is the socialist legal spirit.
