要全面正确地理解邓小平“南方谈话”精神——读《朱镕基讲话实录》几篇讲话的体会

A Comprehensive Understanding ot the Spirit of DENG Xiao-ping's "Southern Talk"——A Reading of Some Pieces of ZHU Rong-ji's Speech Record

1992年3月,针对当时对邓小平"南方谈话"精神理解的片面性,朱镕基强调对邓小平"南方谈话"要全面正确地理解,要深刻领会其精神实质,不要片面强调发展是硬道理。朱镕基在"要不要改革开放"、"为什么要发展"、"怎样发展"三个问题上与邓小平"南方谈话"精神都是一致的,而不是同其唱反调。一方面,朱镕基坚决拥护邓小平关于坚持改革开放不动摇的观点,另一方面,朱镕基坚持实事求是原则,主张全面正确地理解邓小平"发展才是硬道理""抓住机遇,加快发展"等思想,特别强调"发展"的约束条件,主张保持"快速发展"与"持续健康发展"之间的平衡。

In March 1992, in view of the then one-sided perception of the sprit of DENG Xiao-ping＇s ＂Southern Talk,＂ ZHU Rong-ji emphasized on understanding it completely and accurately and grasping the essence of its spirit profoundly instead of one-sidedly stressing on development. ZHU Rong-ji＇s ideas, rather than announce an opposing view are consistent with the spirits of DENG Xiao-ping＇s ＇ Southern talk＇ on three issues： ＂whether to reform and open up,＂ ＂why to develop＂ and ＂how to develop. ＂ On one hand, ZHU Rong-ji firmly espoused DENG Xiao-ping＇s opinions about unswervingly persisting in reform and opening up. On the other hand, ZHU Rong-ji adhered to the principle of seeking truth from facts, advocated fully and correctly understanding DENG Xiao-ping＇s ideas such as： ＂development is of overriding importance,＂ ＂seizing the opportunity and accelerating the development＂ and so on, particularly emphasized the restrictive conditions of development, and advocated maintaining a balance between ＂rapid growth＂ and ＂sustainable healthy development.
