中国“放弃保八”的原因探究及应对策略

A Probe into the Reasons and Counter-measures of China′s "Abandoning Eight Percent GDP"

从分析中国"放弃保八"的提出背景及中国的三次转型入手,基于世界经济格局形成的倒逼机制、GDP悖论形成的倒逼机制以及经济社会失衡形成的倒逼机制三个维度,探究"放弃保八"的深层原因。提出中国"放弃保八"后,重点要着力破解发展战略转变、城乡差距过大、创新后劲乏力、制度匹配欠缺、人口劳动力约束等难题,积极寻求"七时代"的应对策略。

To inquire the underlying reasons of ＂Abandoning Eight Percent GDP＂,this paper first briefly introduces the background for this economic growth target and China＇s three transitions,followed by an analysis of the profound reasons with regards of the reversed forcing mechanism caused by the world＇s economic pattern,by GDP paradox and by imbalance in economic society respectively.This paper goes on to initiate that,after ＂Abandoning Eight Percent GDP＂,China should actively seek counter measures in an era of ＂Seven Percent DGP＂,by targeting at transforming development strategies,the ever-widening gap between urban and rural areas,lack of succeeding innovation incentives,inadequate institutional adaptation and constraints of labor force distribution.
