摘要
食品安全领域"政府失灵"和"市场失灵"的根源是规制权力生态中公权力、私权力、社会权力的结构性失衡。社会权力主体在参与食品安全公共政策的制定、推动政府食品安全信息公开、完善食品安全风险评估以及构建食品行业的自律机制等方面具有重要作用,目前应进一步构建社会权力视域下我国食品安全规制的均衡机制、参与机制与保障机制。
Structural imbalance among public power, private power and social power has resulted in "the failure of government" and "the failure of market" in food safety. The subject of social power are much concerned with food safety in respects of the policy-making, ensuring information known to the public, risk assessment and the construction of self-restrained mechanism of food industry. As for the social power, mechanisms of balance, participation and security should be innovated so that the construction of food safety regulations and systems in China would be forwarded.
