基层疾控机构应对突发公共卫生事件的建设策略

Construction Strategy of the Primary Disease Control Institutions Respond to Public Health Emergencies

目的分析基层疾控机构应对突发公共卫生事件建设现状,研究应对策略。方法采用描述流行病学方法,对基层疾控机构应对突发公共卫生事件能力建设进行分析并提出对策。结果基层疾控机构在应对突发公共卫生事件的能力建设存在危机防范投入不足,保障机制不健全、设备配置不足;人力资源配置少,结构不合理;风险评估监测预警体系不完备;缺乏有效的指挥与协调等薄弱环节。结论基层疾控机构要有效应对突发公共卫生事件,在目前建设的基础上必须加大投入,建立预防为主,常备不懈的长效机制。

Objective To analyze the primary CDC public health emergency response current situation,study coping strategies.Methods Descriptive epidemiological methods,disease control institutions of primary public health emergency response capacity to analyze and propose a solution.Results In the primary CDC public health emergency response capacity building there is a crisis of inadequate investment in prevention,protection mechanism is not perfect,the device configuration is inadequate;fewer human resources,the irrational structure;risk assessment monitoring and early warning system is not complete;lack of effective command and coordination weaknesses.Conclusion Primary disease control agencies to effectively respond to public health emergencies,on the basis of the current construction must increase investment,the establishment of prevention,Changbeibuxie long-term mechanism.
