“组团式”外迁:社会资本约束下的产业转移模式——上海外高桥(启东)产业园的案例研究

Cluster Migration:Industrial Transfer Mode under the Constraints of Social Capital——A Case Study on Shanghai Waigaoqiao (Qidong)’s Industrial Park

在产业转移方面,经济学研究的缺陷在于把产业转移视为单独厂商的独立行为,忽视了现代化大生产是一种复杂的网络联系,既表现为基于产业链上的企业生产网络,也表现为基于社会关系的企业社会网络。从单个企业来看,长三角地区已经拥有了便利的高速交通网络,苏南和苏北的很多城市已经进入一小时经济圈,运输成本大幅度降低,应该会有助于产业转移。但是,现实情况是,产业转移并不像想象中的那么顺利,多数企业仍然是宁愿呆在苏南受生产要素成本上升的煎熬,也不愿意转移到苏北去,原因是产业转移不仅仅是单个企业的转移行为,而是涉及到企业生产关系网络和社会关系网络等社会资本的转移。文章以外高桥(启东)产业园为例,介绍了在政府扶持、园区协调下的企业"组团式"外迁,成功地解决了产业转移过程中社会资本的约束性,增强了企业的信心,保证了产业转移的顺利进行。

The limitation of economics research in industrial transfer is that industrial transfer is seen as independent behavior of single enterprise,and it ignores that modern massive production is a kind of complex networking.It is not only shown as a pro duction network based on industrial chain,but also a corporate social network based on social relationship.From the perspec tive of single enterprise,convenient high-speed transportation network has been established in the Yangtze River Delta,many cities in southern Jiangsu and northern Jiangsu are in one-hour economic circle,transportation costs have been significantly re duced,which creates the conditions for the transfer of industry.However,the reality is that industrial transfer is not so smooth.Most companies prefer to stay in southern Jiangsu province,although the costs of production is relatively high in that area.And they do not want to transfer to northern Jiangsu.The reason is that industrial transfer is not only the behavior of a single enter prise,but is also the transfer of the network of corporate relations and social relations.Take the case of Waigaoqiao（Qidong） In dustrial Park,the paper explains the＂cluster migration＂under the assistance of government,which has solve？the constraints of social capital in the industrial transfer process,and enhanced business confidence,ensured the industrial transfer smoothly.
