应急设施服务能力指标评估体系研究

Studying on a Evaluation System of the Emergency Repository' Service Capability

针对现有的应急设施服务能力评估的空白,对应急设施服务能力的指标进行筛选,采用定性与定量相结合的方法,对设施服务能力的相关指标进行量化。文章所评估的是应急服务整个供应链的运作效率,分别从应急订单处理、应急设施仓储功能、应急物资配送功能等三大方面来进行衡量和考虑,充分考虑了应急评估中关于应急救助时效性的特点,建立了基于AHP法权值矩阵的3个二级目录、12个三级目录的指标评价体系。

This paper focus on the blank of the research of the evaluation of the emergency repository＇s service capability.Use the qualitative and quantitative combined method to select the index of the emergency repository＇s service capability.We quantized analysis of the related index of the service capability.This paper evaluates the whole supply chain operative efficiency question of the emergency service.We mainly take into account about three aspects that is the order handling of emergency requirement, the storage capability of the emergency repository establishment,the distribution capability of the emergency material. We full consideration to the time-effective needs of the evaluation system to build the index evaluation system base on the value matrix with AHP method.This system is composition of three two class category and twelve three category.
