"积极推进党内民主建设,着力增强党的团结统一"是十七大报告对加强党内民主建设意义的深刻认识。改革开放以来,邓小平对党内民主建设思想给予了恢复和发展,重申了党内民主建设的重要性和紧迫性,恢复和发展了党的民主集中制以及党内民主制度建设,其党内民主建设思想对于新时期增强党的团结统一,增强党的创新活力、提高党的执政能力具有重大的理论和实践意义。

The 17th Party congress calls upon ＂promoting inner-party democracy construction actively and striving to enhance Party unity＂, which fully reflect Party having a profound understanding on the meaning of strengthening inner-party democracy construction. After reform and opening up, Deng Xiaoping restorativod and developed the thought of inner-party democracy construction. He reiterated the importance and urgency of inner-party democracy construction; restoratived and developed Party＇s democratic centralism and the system of the inner-party democracy. In a new period, his thought of inner-party democracy construction had great theoretical and practical significance on promoting Party＇s unity, strengthening Party＇s innovation and improving Party＇s governing capability.
