成德绵乐同城化难点及对策研究

Research on Difficulties and Countermeasures in the Process of Urban Integration of Chengdu,Deyang,Mianyang and Leshan

随着我国城市化进程不断加快,相距较近的一些城市内聚力不断增强,很多地区城市同城化已经从研究走向实践。成德绵乐同城化即是在这种背景下提出的,成德绵乐同城化以成都这一超大城市为中心,以绵阳、德阳、眉山、乐山四个大城市为副中心,在经济、行政等方面实行一体化管理,共同带动该地区乃至西部地区的快速发展。目前,成德绵乐已经具备同城化的基础和条件,但仍然存在着城市体系结构不合理、产业结构相似度较高、城市间行政壁垒严重等问题。

Along with the accelerating process of urbanization in China, the cohesion of some cities of near distance is growing. Urban integration of many cities has grown from research to practice, such as the Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Tangshan region. In the background of trend of urban integration, urban integration of Chengdu, Deyang, Mianyang and Leshan was raised and is the clear requirement of ＂The Twelveth Five-Year Planning＂ of Sichuan province. Relying on Chengdu which is the super large city as the center of this region, integrated management in the economic and administrative aspects is implemented, which could co-led rapid development of this cities group and even the western region. However, there still are plenty of problems unsolved, such as irrational industrial structure, high similarity, serious administrative barriers between cities. After analysis of these problems, the issues and difficulties will be sorted out in this paper, then corresponding recommendations will be raised.
