在发展党内民主与健全民主集中制的关系问题上,我们不能简单地将党内民主的重要性置于民主集中制之上,或者将民主集中制置于党内民主之上,也不能将这二者对立起来。把握党内民主与民主集中制之间的关系,或许从权力与义务关系角度入手不失为一种可以考虑的选择。一般而言,党内民主概念主要侧重于党员所享有的基本权利,而民主集中制则主要侧重于党员的义务。如同权利与义务之间的关系一样,党内民主与民主集中制之间是辩证统一的关系。

As for the relationship between developing democracy within the party and improving democratic centralism, we can not simply put one above the other or set one against the other. It might be advisable to approach the dialectical relationship in the light of the unified relationship between power and obligations. In general, democracy within the party mostly focuses on the basic rights that party members enjoy, while democratic centralism put emphasis on party members＇ obligations.
