公路类地方政府融资平台风险浅析——基于对甘肃省公路建设贷款的调查

Elementary Analysis of the Risk of Local Government Highway Financing Platform——Based on the Investigation of Highway Construction Loan in Gansu Province

作为国家发展战略和公共基础设施的重要组成,公路项目建设近年来发展迅速,呈现出蓬勃发展的态势,但由于公路项目建设投资金额大、建设周期长、内源融资能力有限、外源融资依赖程度高等特点,公路项目建设平台在发展中潜存一定风险,本文的立意在于以甘肃省公路建设贷款为契入点,研究分析公路类地方政府融资平台的潜在风险,并得出相应的对策建议与现实选择。

Highway project construction,as an important part of national development strategy and public infrastructure,has taken rapid progress in recent years,and performed vigorously.However,since highway project construction has characteristics of huge investment,long construction term,limited internal financing ability,high reliable on external financing,etc.the highway project construction platform exists certain potential risks during the development progress.Based on the highway construction loan in Gansu Province,the potential risk on local government highway financing platform is investigated and analyzed,then the relevant suggestions are put forward.
