针对公共投资项目管理的现状及存在问题,分析开展公共投资项目全过程跟踪评审的必要性,提出其评审内容和方式的初步设计及保障措施建议,旨在加强对公共投资项目管理,维护社会公共利益,规范公共投资项目建设行为,提高公共资金的使用效益。

For the status and problems of management of public investment projects,the necessity of the whole-process tracking of the public investment project is analyzed.The preliminary assessment of the content and methods of design and protection measures proposed to strengthen the management of public investment projects are presented to safeguard the public interest,regulate the behavior of public investment projects and improve the efficiency in the use of public funds.
