摘要
建国以来,党对党外人士的政治和实职安排政策的发展历程,大致可分为四个阶段,即建国初期、左倾错误泛滥时期、改革开放初期、改革开放的新时期。六十多年来,党在这些政策的制定和实施过程中取得了许多成功经验,如在安排民主党派成员时要有组织间的充分协商或由民主党派提名;对党外人士的政治与实职安排不仅要规范化、制度化,而且还要使规定大致明确化;要有不断的创新等。
Since the founding of the People's Republic of China,the CPC's development process of political and substantive arrangements for non-party members can be roughly divided into four stages,namely,the early days of the foundation,the flood period of the left-leaning errors,the early days of reform and opening up and the new period of reform and opening up.More than 60 years,the CPC has made much successful experiences in the policy making and implementation,such as arranging the Democratic Party members requiring full consultation between the organizations or nominated by the Democratic Parties;the political and substantive arrangements for non-party members required not only standardized and institutionalized,but also making the provisions more or less clear and constant innovation.
