校车安全运行的立法控制

Legislation on the Safe-running of School-bus

近年来,我国各级政府对校车的安全运行问题大都加强了规制和管理,从一定程度上起到了改善作用,但当下频发的校车安全事故造成的校车安全运行的相关问题,再次成为社会关注的焦点。当前我国校车管理中存在着诸多问题,对校车安全运行进行立法控制是决定校车能否安全运行的关键因素,针对校车问题的国家立法亟待出台。

In recent years, China＇s government at all levels has strengthened the regulation and administration of the safe-running of school-bus. And from a certain extent, these administration behaviors play an important role in improving the school-bus issues. But the high frequency of school-bus safety accidents causes the safe-running of school-bus affairs to be the focus attention of the whole society. Starting from the current situation of school-bus safety issues, first, the thesis analyzes the problems of the school-bus management. Second, it presents the corresponding proposals needed. Finally it points out that the urgency of controlling and protecting the safe-running of school-bus through the means of legislation. Besides, it points out that legislation is the crucial factor in the saferunning of school-bus system and the national legislation about school-bus urgently needs to be established.
