非常规水资源在区域水资源开发利用中占有越来越重要的地位。从区域水资源配置的角度,探讨了非常规水资源利用的几个关键问题,主要包括:非常规水资源利用潜力分析、基于非常规水资源利用的水资源配置、开发利用途径及保障措施。结合非常规水资源的特点,因地制宜提出了新密市开发利用非常规水资源的途径和措施,提出通过工程体系建设、政策法规制定和节水宣传等措施来推动非常规水资源的开发利用,为新密市开展最严格水资源管理提供了参考。
