村官腐败已成为破坏农村社会稳定的一大根源,给中国反腐工作带来新挑战。村域权力网络供给平衡性制度的能力和消解村民社会焦虑及怨恨的能力与村民民主自治发育的速度存在着较大落差。权力运作在利益驱动力作用下本集团内部践行狭隘的利己主义、排他主义原则。自上而下纵向的刚性监督缺位,横向的两种柔性监督职能薄弱。制约村级权力运动法律体系的应然状态并没有普遍出现,实际运作中制度文本因缺乏可操作化的环节遭遇重重困难。树立协商民主理念,建立村域权力三极架构,完善村庄自治法律,有利于遏止村官腐败。

Corrupt village government official has become a root of destroying countryside social stability and brought a new challenge for resisting against the stale work in china.There exist a big gap between village region network's abilities of supporting balanced system and dispelling villagers' social anxiety and resentment with the speed of villagers' democratic and autonomous development.Under the motivation of benefits,power operation practices egoist and exclusionist principles within its own group.From top to bottom the vertical rigid supervision is vacant,while the two horizontal soft supervision functions are weak.The expected state restricting village-level power operating legislative system does not appear in a wide scale,while in practical operation,the system textuality meets obstacles due to lack of operative links.It would be beneficial for holding back village officials' corruption to set up the concepts of consultative democracy,establish the triode structure of village power,and to perfect villages' autonomous laws.
