摘要
人事代理是人事管理社会化的一种服务方式,它改变了传统单一型的人事管理模式。人事代理模式在高校的应用,使高校教师的"能进能出"成为可能,促进了高校人力资源的优化配置,为聘用制度在高校的进一步推进创造了条件。以河北科技师范学院为实证,通过对该校推进人事代理制度必要性、可行性和制度设计的探讨,引导教职员工提高对事业单位人事制度改革的认识,促进用人观念的转变和人事代理制度在高校的健康发展。
Personnel agency, as a service way of the socialized personnel management, changes the simplistic method in the past. Its application in college makes college teachers' "free flowing" possible, promotes the optimal alloca- tion, and creates conditions for the spreading of employment system in college. The paper discusses the necessity, feasibility of promoting the personnel agency system ( take Hebei Normal University of Science and Technology) and its system design, so as to guide the staff to deepen understanding, to renew their concept of employment and to push the agency system developing smoothly in college.
