摘要
提出了新世纪对图书馆员素质要求,图书馆应该在日常工作中开发人力资源,要加强人力资源管理,要优化人员结构,建立公平竞争机制,引入激励机制,强化考核手段,建立有效的培训机制,以图书馆文化感染人,制定合理、有效的人力资源开发与管理规则,以实现人力资源管理的科学化、规范化和民主化。
