民族关系调控机制是一个健全而庞大的民族工作网络系统,其构成要素包括:(1)调控主体;(2)调控体制,即调控主体的组织结构及职责分工;(3)调控制度;(4)调控客体;(5)原动力,即影响民族关系的潜在因素或不和谐因素。民族关系调控机制的完善主要是通过完善调控体制和制度,即:建设民族关系调控的体制、建立完备的民族关系调控的法律规范体系、贯彻和落实民族关系调控的政策规定以及建立和完善民族关系调控的工作制度等内容。

The ethnic relationship control mechanism includes such factors as control subject, control frame （the organization structure and function assignment of the control subject） , control system, control object and motive force （latent factors or unharmonious factors which would impact ethnic relationship）. The perfection of the ethnic relationship aims at improving control frame and system building the control frame, setting up complete law and rules system, carrying out the control policies and establishing and per- fecting working system.
