日本国立大学借贷融资问题研究

Research on Loans of the Japanese National Universities

日本国立大学法人化改革前,拥有附属医院的国立大学通过向财政融资资金借款来筹措附属医院发展过程中所需的部分经费。国立大学法人化改革后,日本政府成立了国立大学财务经营中心,负责对国立大学借贷资金的筹措、贷与及管理。向该中心借款且金额较大的大学主要是旧帝国大学、有附属医院的综合大学及医科大学这三类国立大学。日本国立大学的组织规模和声威与其获得借贷的能力成正相关。在国立大学法人化改革的第一个六年"中期阶段计划"期间,日本国立大学借贷融资主要是通过国立大学财务经营中心来获得的,但也出现了向金融机构进行长期贷款的借贷方式。

Before the corporate reform, the Japanese national universities raised the fund by apply- ing for long term loans from Financing Funds for the equipment and facility construction of their Affiliated Hospitals. Since 2004, the Japanese Government has established center for National university finance and management, which is in charge of financing, loaning and the financing funds management. The top three kinds of borrowers are those with Affiliated Hospitals, including the old-time Imperial Universities, Multiversities and Medical Universities. Among the borrowers, seven Universities of oldtime Imperial Universities take the largest amount. It shows that large scale and sound reputation is positively correlated with the loan amount. In the period of the first six-year Mid-term Plan of corporate reform, while the center for National Universities finance and management remains the main channel, financing institutions has become another way for National Universities Financing.
