The idea of globally optimal design of engineering systems, together with its theory, highlights the outlook on systematized engineering management and the methodology for scientific engineering decision, from both of which the theoretical framework and the decision-making mechanism of the optimization could be abstracted, respectively. With the system subjected to earthquakes, we discuss the former systematically.
