村庄规划的反思与对策——以云南省村庄规划为例

Reflections and Countermeasures of the Village Planning:A Case Study of Yunnan Village Planning

近年来,按照党中央、国务院关于加强农村工作的有关决策部署和要求,云南省委、省政府统筹城乡发展,扎实推进社会主义新农村建设,全省农村经济社会始终保持良好的发展态势。2010年至今,云南省村庄规划编制任务的全面开展,为很多村庄带来了社会及经济效益。但是随着村庄规划编制的不断深入,由于时间紧迫,研究深度不够,村庄规划的编制落后以及规划实施管理的缺失引发无序建设和盲目发展的问题日益呈现。该文试图从中找出现行的村庄规划编制中存在的问题,以期能为云南省村庄规划提供对策。

Recently, according to the Party Central Committee and the State Council on strengthening the rural work of the relevant decision-making arrangements and requirements, Provincial Party committee and provincial government in Yunnan push forward the construction of ne w socialist countryside, the province＇s rural economy and society has always maintained a good momentum of development. Since 2010, Full im plementation of the village planning of Yunnan province has brought social and economic benefits for villages. But with the deepening of the vii lage planning, due to time constraints and lack of depth, the establishment of village planning getting behind and short of management proble ms appear more and more. This paper tries to find out the current issue of the preparation of village planning in order to provide a solution for viii age planning of Yunnan.
