城乡统筹背景下的欠发达地区小城镇规划编制新思路——以淮安车桥镇为例

Study on the Town Planning of The Underdeveloped Regions Based on Urban-rural Integration:A Case Study on Cheqiao Town in Huai'an Area

城镇化是改善城乡二元结构的重要途径,小城镇在城乡统筹发展中的作用日益突出。本文以淮安车桥镇为例,充分考虑欠发达地区小城镇发展动力不足,基础条件差、区域支撑能力弱的特点,在城乡统筹背景下,分析了城镇职能、不同发展阶段的增长机制和发展路径、城乡空间布局、设施配套、以及政策保障等方面内容,为欠发达地区小城镇发展与转型提供有益借鉴。

Urbanization is an important way to change the dualistic structure in urban and rural areas. This article takes Cheqiao town in Huai＇ an area for example, analyzes the characteristics of the town of underdeveloped regions such as development is short of power, short of foundation, short of support in regions. Based on Urban-Rural Integration, it puts forward the development paths for different stages, urban functions, urban and rural spatial structure, infrastructure construction and guaranteeing measure of government. It provides useful experience for the town of underdeveloped regions.
