长江流域水利发展规律初探及思考

Exploitation and review of water development pattern in Yangtze River Basin

从历史和发展角度对新中国成立以来长江水利发展规律进行了探讨,归纳了不同发展阶段长江水利建设内容及时代特征,并从水的自然、社会和资源属性对生态水利、民生水利、资源水利和工程水利的本质进行了诠释,指出长江流域水利建设呈现螺旋式发展规律。认为当前民生水利发展需从高起点出发,通过规范化、信息化的监管,为民众提供更高的水安全保障。

Water development pattern in the Yangtze River Basin after the founding of new China in 1949 is reviewed and discussed from historical and development respects. The contents and feature of water conservancy construction in different periods are summarized. The inherent of ecologically friendly water conservancy, manag- ing water for people＇s livelihood-prone, resources-prone and project-prone water conservancy are exploited and studied from the angle of features of water in terms of nature, society and resources. It is pointed out that water conservancy construction in the Yangtze River shows a growing development tendency. The current water devel- opment that prone to people＇s livelihood should be started at the high point, and provide high level water safety to the people by supervision in line with laws and regulation and based on information technology.
