Studies on quality and safety supervision of water project in the new age

针对新时期水利工程质量安全存在的问题和挑战及水利发展的要求,阐述了加强水利工程质量安全科学监管的总体思路和理念,并从完善保证体系建设、夯实工程质量安全管理基础,加强监管队伍建设、提升工程质量安全监管能力和水平,创新监管模式、提高监管效能,加大监督执法力度、规范参建主体质量安全行为,加强监管科技支撑、强化监管保障举措等五个方面,提出了对策措施。

Considering the existed problems in quality and safety of water project and challenges brought by wa- ter development in the new age, the overall thought and strategy for strengthening scientific supervision and management of water project quality and safety is proposed. Countermeasures are proposed in five respects of perfecting securing system and quality and safety management, capacity building for enhancing level of quality and safety supervision, talking innovative and effective approaches, highlighting law-based execution and regulat- ing behaviors of constructors and finally applying science and technology for securing project quality and safety supervision and management.
