The Construction of the Evaluation Index System of Elderly Home Care Service in Community： Shanghai Example

社区居家养老服务是一种社会公共服务，对社区居家养老服务进行绩效评估是为更好地满足老年人的养老需求，应对人口老龄化的挑战。基于上海市社区居家养老服务发展的经验，根据绩效评估的公平性、经济性、效率性和效果性“4E”逻辑框架，在梳理和分析社区居家养老服务开展过程和各项服务供给方式与特点的基础上，采用专家意见法建立社区居家养老服务绩效评估的指标体系．进而探讨了该指标体系的适用性与局限性。

Elderly home care service is a kind of social public service. The purpose of elderly home care service is to improve its quality in order to tackle the challenge of population aging. According to the experience of the development of elderly home care service in Shanghai, with the logical framework of ＂4E＂, that is equality, economy, efficiency, and effectiveness, after analyzing the processes and characteristics of elderly home care services, adopting Delphi method, a system of indexes to evaluate performance of elderly home care services is established along with its fitness and limitations which are further discussed.
