新时期中国体育公共服务供给主体多元发展研究

A Study of the Development of Diversified Subjects in Chinese Sport Public Services Supply

中国正处于从经济建设型社会向公共服务型社会转型时期,广大人民群众日益增长的体育需求和体育公共服务不足是现阶段中国体育发展的主要矛盾。文章从公共管理相关理论的视角审视我国体育公共服务供给现状,借鉴一些发达国家体育公共服务的先进理念与管理经验,建议构建以"政府主导,社会参与、适度竞争、监管有力"的模式提供体育公共服务,允许和鼓励私人部门、社会组织、企业参与体育公共服务的供给,满足广大人们群众日益增长的体育公共需求,促进和谐的社会主义社会的建设。

The principal contradiction between the increasing demands of people for sports and the shortage of public sport service is on the way of the China＇s sport development at the present stage as China is transforming from the society of economic construction into the society of public service.This paper probes into the present supplies of public sport service from the perspective of the relevant public administration theories.The mode of public sport service is put forward featuring government leadership,participation of social groups,moderate competition and effective supervision.Private and social organizations and enterprises should be permitted and encouraged to provide public sport service to meet people＇s increasing needs of public sports therefore to advance the construction of the harmonious social society.
