Management Science has gone through his childhood and is coming to his youth. Scientific management is an impetus factor that is promoting civilization of man and is not replaced. It depends on scientific management to develop modern science and technology and to raise the level of education. The developing pattern of the international society about political multipolar world and economic whole sets higher demands on management. Different problems in the new century man will truly be resolved only by scientific management. So, the 21st century will be a management century. Proper management leads to advanced education, science and technolgy, which contributes to solid comprehensive national strength.
