控烟政策执行困境及出路——基于史密斯执行模型的分析

The Predicament and Resolutions of the Execution of Smoking-Control Policies——Analysis on the Basis of Smith's Executive Mode

自2011年5月1日起,《公共场所卫生管理条例执行细则》生效,室内公共场所开始禁烟,但执行效果不容乐观。运用史密斯执行模型对控烟政策执行中困境进行分析认为,要实现政策的有效执行,必须制定国家层面上的法律,明确执行主体,转变公民的观念,优化政策执行环境。

Since the enforcement of the Implementation Rules on Regulations on Public Places Sanitation Administration on May 1,2011, smoking has been forbidden in the indoor public places. But the effects fail to meet the policy -makers＇expetations. In this paper, the author analyses the predicament and resolutions of the execution of smoking - control policies on the basis of Smith＇s Executive Mode. The author holds that a national - level law is a must. Then, the clarifying of the executive subjects and the changing of citizen＇ s conception and the promoting of policy executive enviornment are equally important.
